Weekly News Roundup: January 27 Edition

Here is all the Yucaipa news for the week of January 21-27. I don't usually include minor crime reports here - only the big stuff. I'm happy to say there isn't much to report.

January 24, San Bernardino Sun, "Bank robber comes clean"
In the summer of 2004 Yucaipan Bryan Kilcrease robbed the Bank of America in Redlands and got away clean. Finally, his conscience got the better of him and, last week, he turned himself in.
"The fact he had held these people at gunpoint, and the fear he had caused them, he said it was eating away at him," said Carl Baker, Redlands police spokesman. "We didn't have leads on it. We weren't hot on his trail or anything. He just couldn't take it any more."

City News
January 25, Yucaipa News Mirror, "Yucaipa Council approves plans for a transit center"
Yucaipa City Council approved plans for a transit center between the library and city hall, with an entrance on 5th Street. The projected elimination of parking spaces on the south side of the library will be offset by a new expanded parking area to be built on the north side of the library. The bulk of the two million dollar cost will be borne by Omnitrans, the county of San Bernardino and funds from the Federal Transit Administration and the State of California.
Currently Omnitrans route 8 and route 9 serve Yucaipa.

January 25, Yucaipa News Mirror, "Yucaipa City Council bargains with Chapman Heights Developer"
The City Council has agreed to considerations including $10,000 to the Crafton Hills Open Space Conservancy from developer Communities Southwest in exchange for the right to build 16 additional homes above Chapman Heights Road and northwest of Cramer road on the southwest corner of what is know as the "Smith property". This area had been consider as the site of a new elementary school in the Yucaipa-Calimesa Unified School district, but was rejected for fear of environmental contamination.
Moreover, Drusys questioned the appropriateness of building even 16 homes on a site that might be contaminated and, more to the point, the subject of lawsuits down the road. Drusys expressed a concern with respect to the city's potential liability should the council approve the current proposal.

In the end, however, Drusys went along with the deal, which will allow the 16 homes in the southwest corner of the Smith property. In exchange, Communities Southwest will dedicate most of the Smith property as open space. The developer will also build a three acre, public park to the northeast of the proposed school site.
The school district plans to build on the southeast corner of the property.

January 25, Press-Enterprise "Charter school proposal revisited"
A revised charter school petition by Mike Gordon, elementary school assistant principal, was presented to the Yucaipa-Calimesa Unified School District board on January 16.
Gordon popped back up at the board's meeting Jan. 16, announcing a revised proposal, legal counsel, a business management firm, a $405,000 grant and a handshake agreement for a lease at the Bryant Street Baptist Church, where the school would be located.

Gordon's proposed charter school, based on leadership principles, would serve about 115 kindergarten through sixth-grade students on a $500,000 budget. Its compressed schedule would get students out shortly after 1 p.m. with the same number of instructional minutes.
There will be a public hearing on February 20.

Locals in the News

January 22, Press-Enterprise, "Grace, In and Out"
This is a profile of Yucaipan Pearl Wardlow, owner and artistic directer of Dance Spectrum in Beaumont.
In October 1999, Wardlow and her husband, Chad, transformed an old bar on Beaumont Avenue into Dance Spectrum. They scrubbed the walls and built a barre, a rail used for stretching. She hired three teachers and began teaching six days a week, working to meet the needs at Beaumont's first dance studio of a growing number of clients interested in dance.
January 25, Los Angeles Times, "Woman in California conservator case that lead to legal reform dies"
This is the obituary for Helen Jones, age 88, a Yucaipa widow who was tricked into signing a conservatorship agreement with the for-profit Conservatorship and Resources for the Elderly Inc. (CARE). Her fight to regain legal control of her finances spurred legal reform.
The result was the most comprehensive changes to the state's conservatorship system in three decades. Earlier this month, Gov. Arnold Schwarzenegger included more than $17 million in his proposed budget for the courts to increase their oversight.
January 25, Yucaipa News Mirror, "Trevor Hoyt ranks first in the nation in breaststroke"
After winning the preliminary race of the 200 yard breast stroke and the 2007 Toyota Southern California Grand Prix of swimming in Long Beach, 15-year-old Yucaipa Swim Team member Trevor Hoyt ranks first in the US. As USA Swimming put it:
Fifteen-year-old Trevor Hoyt, a relative unknown on the international swimming scene, qualified first after this morning’s prelims of the men’s 200y breast. He better get his motor running, because some pretty big dogs will be nipping at his heels in tonight’s finals, including Michael Phelps, who qualified as the second seed, and American record-holder Brendan Hansen, who qualified as the seventh seed.
Unfortunately, Hoyt's competitors put on the heat in the final, and Trevor finished in 8th place (the winner was Hansen, with Phelps in second, and Giordan Pogioli in third, all of who swam faster than Hoyt's qualifying time). Hoyt is currently ranked 9th in the U.S. in the 200 yard breaststroke and 1st for swimmers 16 and younger. If Hoyt keeps up the hard work he may qualify for the 2008 Olympic trials. Also representing Yucaipa Swim Team at the meet were Kristen Bowen, Karl Krug and Mike Perry.

Weekly News Roundup: January 20 Edition

There isn't too much Yucaipa news this week (a good sign, I think).

First off, Yucaipa made the national news this week. Not for any major accomplishment, of course, but for this "news of the weird":

January 16: A pair of troublesome dogs were saved from the pound when a Yucaipa couple, Roger Bowman and Debbie Vasquez, saw what they believe to be the image of Jesus in their doggie door. They took it as a sign that they should keep Max and Hercules.
Of course, the bloggers weighed in.

I've looked at the picture and I don't really see a divine image, myself. I suspect that Roger and Debbie were just looking for a good reason to keep the dogs (but don't tell them that).

OK, on to the serious news:

January 20: San Bernardino Sun, "Is latest freeze final squeeze on waning crop?" and "Freeze threatens I.E.'s remaining citrus crop" (the articles look the same, but with different headlines)

The big freeze is big news, causing severe damage to Redlands' orange groves. This was the jumping off point for an article about the decline of agriculture in the area.

Yucaipa became home to a significant egg industry. It was so prevalent that residents there would say the city's "official bird" was the common house fly, recalled county Supervisor Dennis Hansberger, who represents the 3rd District.

"When I was young, there were 52 egg ranchers in Yucaipa," said the 65-year-old Hansberger, who grew up in Redlands and Yucaipa. "Now, there are two or three."

Today, there are about 3.3million egg-layers, as they are termed, in the county. But that figure is less than half of what once could be found, Gardner said.

The need for room to build was particularly tough on the poultry industry. With more people coming, the sights and smells of the coops became a growing issue.

January 18: Yucaipa News Mirror "Three picket local business over the death of bulldog"

Earlier this week several people picketed in front of the Holly Woof-Woof pet salon in protest over the death of champion English bulldog Bee Gee, owned by Randy and Rochelle Davidhizer. The dog collapsed while being groomed. Part of the dispute appears to be whether it was appropriate to muzzle the dog or not. It's a sad story, whether the groomer was at fault or not.

City News

January 20: Yucaipa News Mirror, "Yucaipa city management staff get significant raises"
The Yucaipa City Council has approved without public comment raises for most of the city staff's management and supervisory positions to bring them more in line with the salaries that other cities pay for roughly the same work.
January 18: Yucaipa News Mirror, "City in action at Economic Development Advisory Committee"
The Yucaipa EDAC met on January 11 and discussed economic development of uptown., including financial assistance for facade improvement and parking. They noted that development appears to be slowing, at least based on the decline in building permit applications (from 250-300 down to 40 in the last half of 2006). New construction includes a KB development on Seventh Street, a William Lyons development on the west side of Chapman Heights, a tract on Tennessee Street, a retirement home on Oak Glen, and a new Beaver Medical Clinic in Yucaipa Valley Center. The Live Oak Canyon - I-10 development is progressing:
Tooker confirmed the city has approved eminent domain to obtain the “slivers of right-of-way” needed to complete the Live Oak Canyon interchange. He also reported the Wildwood Canyon Interchange has become alive as a project and is currently 63 percent funded through Measure I. While the construction may be over a decade away, it will serve the community, he added.
There is also some preliminary work being done for a proposed Target SHopping Center where there is now the Christmas tree farm on Live Oak Canyon road.
David Palmer reported commitments have been received adding major anchors to the shopping center, which will be larger than the Citrus Plaza in Redlands. Included is a theater element - which is maintaining a strong interest, but no home improvement center
Note: I really really hope they upgrade the intersection at I-10 before any shopping center goes in there. I have visions of the traffic mess a major shopping center (larger than Citrus Plaza!) will cause.

January 18: Yucaipa News Mirror, "YMRA leader gives membership bad news"

The Yucaipa Mobilehome Residents Association announced that the plaintiffs, Valley Breeze, had won in their litigation against the city.
The Rent Control Commission denied Valley Breeze any rent increase on the grounds that the application was incomplete. This decision was eventually upheld on appeal to the Yucaipa City Council. At that time, Valley Breeze attempted to provide further documentation. According to the city's rent control ordinance, however, the council could only consider facts submitted during the hearing before the Rent Control Commission.
The second part of the lawsuit had to do with how to determine the appropriate "inception year" for rent increases.

Yucaipa in the Movies?

The Inland Empire Film Commission promotes what they call "Hollywood's Largest Backlot!" In addition to a directory of local services (hotels, equipment rental, animal trainers and more) and information about getting permits, it has a photo database of potential shooting locations. (NOTE: since I accessed the site last, they added a requirement for free registration)

Not too many Yucaipa locations made the database, but here is what they found promotion-worthy:

The January edition of their newsletter notes that the soon-to-be-released horror movie, Neowolf:The Band From Hell ("Two young lovers face an ancient evil when a strange rock band comes to town.") was filmed, in part, in Yucaipa. At least one of the local shoots was at Crafton Hills College:
Crafton Hills College, a beautiful little-known tree dotted campus in Yucaipa on the edge of the San Bernardino mountains off Interstate 10 recently had sightings of werewolves on the campus and a missing student was reportedly killed in the hills nearby, although not enough of the body was left for positive identification. The mauling was reported by another student, claiming to be a friend of the missing boy, as an attack by werewolves. Police are investigating the incident with agencies of the National Forest Service.

We're a good old all-American God-fearing community here and don't get much call to investigate reports of werewolves," said one local police official who requested not to be identified. "Coyotes and mountain lions will attack a hiker from time to time, sure, but we just don't welcome the spawn of evil in our city."
I'll be on the lookout for werewolves, for sure.

According to the IMDb, several other movies used locations in Yucaipa:
  • Son Up (2005): Chapman University student Andrew Shearer won Best Student Film at Cinequest and made the regional finals in the Student Academy Awards for this short drama.
    After spending a few months writing the script, it was time to scout locations which add a moody atmosphere to the film. He decided to shoot in Yucaipa/Calimesa, the small California towns located 60 miles from LA which he had used for his previous film The Way of Dale. "Every Saturday or Sunday, I'd drive out there and just drive around off a few exits from the 10 freeway until I found something that spoke to a certain scene in the film," said Andrew. "Then, I started taking my DP, Marc Levy, out there with me and we'd take pictures. We went every weekend, for nearly two months before the shoot. Sometimes it's overwhelming to decide how to block scenes when you're in wide open spaces."
  • The The Way of Dale (2004): Another short drama by Andrew Shearer, that won the Audience Award at the Asheville Film Festival.
  • Princess and the Pea (2001) : An "old west" version of this fairy tale produced in IMAX format by USC film students. It was also filmed in Goblin Valley State Park, Utah.
  • The Taste of Pomegranate (1998): apparently a romance.
  • Satellites and You (1989): This short documentary features "Issac Newton traveling the world, explaining the benefits of satellites for visitors to Kennedy Space Center." At least one scene takes place in an apple orchard - perhaps that was filmed in Oak Glen?
I may try to find a copy of one of these, just to try to spot familiar locations.

The bodies of two men, Pedro Sanchez of Los Angeles and Salvador Felix, who had been shot were found just off Live Oak Canyon road. Eraclio Villa of Compton was arrested and released. Alberto "Beto" Oropeza Delgadillo of Lynwood was subsequently arrested and is apparently still in custody.

Winter Storms
December 27: Press-Enterprise, "Inland forecast warns of winds"

The storms brought us lightning, hail and a bit of snow at higher elevations.

January 5: Press-Enterprise, "Wild Inland winds snap trees and power lines"
January 11: Yucaipa/Calimesa News Mirror, "Winds cause uptown power pole damage"
High winds snapped power lines causing outages here in Yucaipa. Much damage was done just outside the News Mirror's offices.
The sight west down the alley looked like tornado damage, with shattered transformers and snapped utility poles. While calls were being placed to the S. C. Edison emergency services number, the News Mirror crew stood stunned before snapping out of it and grabbing cameras.
For some, the power didn't get turned back on until Saturday afternoon (the 6th).

City News
December 29: San Bernardino Sun, "Mayor Riddell hopes to continue serving community he loves"
Dick Riddell began his ninth consecutive term as Mayor of Yucaipa.
"I haven't been one to support strong growth, I've always pushed for and have been able to keep a general plan that doesn't really encourage dense development," Riddell said. "I tried to maintain the charm of a country city and maintain a rural environment."

"In spite of that, I think all the new residents that come in seem to like the job I've been doing."

Riddell plans to remain as mayor as long as the city will have him and as long as the council supports him.
January 11: San Bernardino Sun, "County adds to roadway wish list"
San Bernardino County is seeking funding for more than $500 million worth of road projects, to be paid for by the transportation bond approved by voters in November. Included in the list is a local project: adding a westbound lane on I-10 between Yucaipa and Redlands.

January 11: Yucaipa/Calimesa News Mirror, "Yucaipa Council authorizes eminent domain"
The Yucaipa City Council has authorized staff to proceed with eminent domain actions with respect to the properties around the I-10 interchange at Oak Glen Road and Live Oak Canyon Road.
The city has to demonstrate that they have the right-of-way before the interchange can be expanded. Local property owners, including the Palmer Corporation and Renee Vicary, owner of Angel's Roadhouse, all indicated that they offer of "just compensation" by the city undervalued their properties. Others have not yet responded. Eminent domain can force the property owners to accept the city's offer.

January 12: Yucaipa/Calimesa News Mirror, "New appointments made to Yucaipa commissions"
During the January 8th city council meeting appointments were made to a number of city commissions, including:
  • Trails and Open Spaces Commission: Kristine Mohler, Dottie Potter, Helen Robbins, Kathy Utley were reappointed, and an open seat was given to Galen Shotts.
  • Mobilehome Rent Review Commission: Susan Shotts, Tom Potter, , Carolyn Cape and Rene Allison were reappointed, and the vacant seat will be filled by Bonnie Coley.
  • Planning Commission: Jerry Cape and Jim Ott ere reappointed unanimously to at-large seats. Dennis Miller, also an incumbent, was reappointed by coucil member Tom Masner,, who also gave a seat up for reappointment to Ken Smith. There is some controversy over former city council candidate Smith's appointment, since he didn't actually apply for the position before the deadline, and "Several applicants were passed over who have extensive experience in these areas," according to the Times-Mirror. Masner didn't comment before press time.
Crime Roundup

December 29: Press-Enterprise, "Youth coach arrested, accused of molestation"
January 4: Yucaipa/Calimesa News Mirror, "Man arrested on molestation charge"
Girl's softball coach, Andrew John Likins, was arrested on suspicion of molesting a 12-year old player in November 2005.
Likins has coached youth baseball and softball in Yucaipa, Redlands and Highland, and he was active up until his arrest, Wagner said. Sheriff's officials suspect there are more victims.

January 4: Press-Enterprise, "Two accused of parcel pilferage"
January 11: Yucaipa/Calimesa News Mirror, "Two women arrested for thefts"
Two Yucaipa women, Patricia Lynn English and Deanna Kathleen Kudjer, have been arrested for taking packages delivered during the holidays from peoples' doorsteps.
The pinched merchandise in Yucaipa filled more than three pickups, according to San Bernardino County sheriff's Detective Holly Liepert, who has some of the unclaimed goods piled on and around her desk at the Yucaipa substation. (Press-Enterprise)

So far, 20 victims were positively identified from shipping labels and the property was returned to the owners. Six more were IDed from shipping labels, but the contents have not been confirmed. Twelve more had not responded to messages as of Friday. So far, $5,900 worth of merchandise has been returned, but there are computer towers, five lap tops, cell phones, three guitars, clothing and toys that never got under the appropriate Christmas tree. Miller said the sweep is one Yucaipa police -- a division of the Sheriff's Department -- make periodically to check whether parolees and probationers are in compliance with the terms of their sentences.
Locals

The San Bernardino Sun profiles locals in the military, including Army Captain Daniel Poole, and his brother Army Major John Poole. Both are graduates of Yucaipa High School, and are stationed at Fort Hood, Texas.

Yucaipa Nightlife: January 5-11

Sunday January 7
  • Fraternal Order of Eagles: Jam with Flat Out Country, 2-6 PM

Monday, January 8
